Interesting.

There's a similar error message to yours in 2.4, but not in 2.2:

        /* We didn't get the magic bytes. */
        if (len != 10 ||
            deflate_hdr[0] != deflate_magic[0] ||
            deflate_hdr[1] != deflate_magic[1]) {
            ap_log_rerror(APLOG_MARK, APLOG_WARNING, 0, r, APLOGNO(01387) "Zlib: Invalid header");

If that check is incorrect, something needs fixing.
Bug me if I don't get round to checking it myself!

Is it possible you have some other filter that's
corrupting the byte stream ahead of mod_deflate?
Or some other encoding that's not correctly handled?
