Blaine the gate usage can vary by airport and the lease between the airport operator,. But AFAIK the airline enters into an exclusive use of particular gate(s) as part of their agreement. It could also be a shared usage agreement. Disposal procedures probably would be identified in the agreement. I have known airlines in the past to continue retaining the exclusive on the gate so no one (competitor) else could use them. One way to keep the low cost carriers out of your market.
