Bags are checked through (and usually make it). A 3 hour layover at NRT is tolerable and typical. If your friend can get into the Red Carpet Club or other lounge that is good as there is free wireless internet! Now that NRT has been remodeled, it is quite spacious and there are some shops and food service options. Like most international airports nowadays, you get off the inbound and if you are an intransit traveler you immediately get screened before going to the concourse for your connecting flight. As for a 3 hour layover in ORD, that should be enough to make sure you make connections to NRT. My favorite restaurant is Concorde B - Berghoffs down around the low numbered B gates.
