Southwest doesn't charge for using the phone, although there is a message
while you are on hold (which is usually very short) that lower fares may be
available on the web site.  Also, special fares such as senior citizen are
available only by calling.

This is true of all airlines.  They charge no fee on the web site, $5 for
the
phone and $15 for the airport.  This is all contingent on if the website
doesn't screw up
