Yup, it does. They simply don't want the lounges to be over-crowded. UAL's 'thresholds' have been low for years, so they have an extremely high number of '1k and 100k' members. (Flights out of DCA->ORD never had a pre-board, as virtually 90% of the flight was 'of-status'.) UAL also sells Red Carpet membership. But to 'sync' with the other Star members, they do as you say. (Air Canada's lounges, available to those who earn 35k status miles a year are leagues ahead of the red-carpet lounges.
