That doesn't work. The problem (And it should be fixed) is that once
you let people inside the sanitary zone have access to checked bags,
you need to rescreen them, as it's perfectly OK to have things
in your checked bags that are safety risks in carry-on bags.

The obvious case is that I now pack my swiss-army knife and multi-tool
in my checked bags. (When I am checking bags, otherwise, I suffer
without) But, if I get to a customs check in DFW, and have access
to my checked bags, before they are rechecked, then I can pull the knife
and tool out of the checked bag, put it in my carry on. Unless they
rescreen, they are opening up a hole to smuggle stuff onto planes.
