I don't know if the D stands for delayed but I will tell you one experience.
In my freight dog days we had some funky stuff going on one night. I was in
GRB (ZMP) and another pilot at MDW (ZAU) picked up a prefiled flightplan with
my number to go to MKE. When we got in the same center airspace (ZAU) the
computer had a "little" problem, solved by changing one to end with A
(alpha). Identical IDs are best avoided.

Airports:
GRB=Austin Straubel/Green Bay, Wiscoinsin
MDW=Midway/Chicago, Illinois
MKE=General Mitchell/Milwaukee

ARTCC (Air Route Traffic Control Center):
ZMP=Minneapolis Center
ZAU=Chicago Center
