There is no universal standard in operation, so it may be flawed in your opinion, but don't forget that by Russian standards not taking orders from ATC is also flawed. The ICAO really needs to do something about this. And the "western" approach isn't necessarily the correct approach to take either, and neither is the Russian approach. Something that needs to be fully investigated, and actually implemented to prevent such accidents in the future.
