Am I the only one who can't see the logic in having ATC instructions take
precedence over a TCAS RA.  If you are getting an RA, then someone else is
close by and they are getting the opposite RA.  Reversing the RA will just
put you in closer proximity to the threat.

The only proper action is to follow TCAS and advise ATC as soon as possible.
We can't blame the Russian crew for following thier training.  But the fact
that this element of the training is flawed is proved by this unforutnate
accident.
