American judicial concepts of fair play, substantial justice, and due
process are embraced by few--if any--other nations. Saying "show me the
rule or go away" just does not work in other jurisdictions the way it
does in the US.

In many countries, illegal is verboten until affirmatively proved
otherwise (a very high burden to bear).

there is difference between illegal and "Verboten" :)
Usually the latter cases are in the practice just
because. They aren't any rules about not taking
pictures, not being outside of the airport fence,
etc. etc.

When you challange people and ask them to show or
cite the rule to them, they cannot produce any.

And what rights may they be Baha? In Greece you have no rights to plane
spot if it is illegal to do so.

Tough titties to the people who have been sentenced....they knew full
well what the laws were....and if not....they should have found out
before they decided to do what they did in the first place. They will
know in future won't they?
