As I understand the situation from a converstion with a Dutch photogrpaher that I met recently, the terrace is still closed. However it was supposed to have been reopened in December but this has been postponed until January. Quite possibly they will decide to postpone again but by spring it hopefully will be open again. If you are into spotting then the terrace is great but for photography it is difficult.
