When it does that, make has to put the input file into a temporary file (because, if it needs to re-exec itself, it has to re-read the input). This error is saying that make was not able to open a temporary file and that the reason is that it got a ENOENT (no such file or directory) error when creating the file. This almost certainly means that on this system the directory pointed to by the TMPDIR environment variable (which make will use to locate a directory to place temporary files) doesn't exist. Or, if that variable is not set, then "/tmp" doesn't exist. This sounds like an issue with the "CI runner" facility you're using and how it's configuring the environment that your build is running in.
