Perhaps it is because there is no xorg-x11-tools-6.8.2-1.EL.33.0.2. So
yum gives you instead the most recent one that is found in the repos you
have configured, which is xorg-x11-tools-6.8.2-1.EL.13.37.2, but that
conflicts with what you already have installed.
Perhaps you could check the master EL repo to see which versions of
xorg-x11-tools libs etc are actually available ?
Is it possible that -tools is now provided/ included in some other package ?
