what is the version of these packages in the repositories?

yum list xorg-x11-tools xorg-x11-devel xorg-x11-libs xorg-x11-xfs xorg-x11

And which version do you have installed?

rpm -q xorg-x11-tools xorg-x11-devel xorg-x11-libs xorg-x11-xfs xorg-x11

Also you can try to install only from basic repos:

yum install xorg-x11-tools --disablerepo=\* --enablerepo=rhel4-Base --enablerepo=rhel4-updates

(the repositories can have different names, I'm just guessing)
