Try systemctl disable xendomains.service
It is conflicting with libvirtd.service.
I found it by using
"systemd-analyze dot libvirtd.service | dot -Tgif > /tmp/dot1.gif"

However the daemon still fails to start on bootup. It starts fine

I think you'll need to debug the startup problem via systemd, e.g.
using systemd-analyze. Perhaps it is not starting do to conflicts with
other services, e.g. xendomains. Do you also have xendomains service
enabled? If so, disable it since it should not be used with libvirt.
