libvirtd is not started by systemd on my f25 laptop
so this may not be xen related.

I think you'll need to debug the startup problem via systemd, e.g.
using systemd-analyze. Perhaps it is not starting do to conflicts with
other services, e.g. xendomains. Do you also have xendomains service
enabled? If so, disable it since it should not be used with libvirt.
