I failed to mention yesterday that I was using a RedHat 7.2 based installation; having tried a number of alternative approaches without success, I've just merged the grub from RedHat 7.3 (0.91-4) into the image in place of the grub from RedHat 7.2 (0.90-11) and everything works correctly now.
