The usual boot floppy wont do it for me either. However, in the latest beta release of phoebe they include a new 'boot.iso' for burning to a CD. _Very_ handy. The initrd image contained therein apparently includes broadcom support as my broadcom NIC client boots off it and is then able to do a ks=http:// install. If you are doing PXE then then you probably want to pull this same image they use in boot.iso

From the 8.0.94 release notes:

   o Also in the images/ directory is the boot.iso file. This file is an
     ISO image that can be used to boot the Red Hat Linux installation
     program. It is a handy way to start network-based installations
     without having to use multiple diskettes. To use boot.iso, your
     computer must be able to boot from its CD-ROM drive, and its BIOS
settings must be configured to do so. You must then burn boot.iso onto
     a recordable/rewriteable CD-ROM.
