Turns out the netstg1.img was not being copied fully. I looked at the log 
files on the web server where the files reside and realized that about 95% of 
the file was getting through. I passed ramdisk_size=10240 to the kernel and 
wham, it started installing.

Now for the default configs...

I am using the PXE package from the 7.3 cd's to build rh8.0 machines. The 
linux.0 linux.1 linux.2 files are all from the 8.0 cd's so as far as the 
target machine is concerned it's getting all the right files. The question is 
now, where do I put the default config file with respect to the fact that the 
linux.x files are all in "/tftpboot/X86PC/UNDI/linux-install" ? Can it be 
done with the pxe rpm that comes with redhat?
