All though this is more of a Infrastructure question, many people in
the websites group are also in the Infrastructure group.

So, I connected to our only proxy server that has IPv6 (proxy4) over
telnet on port 80, and I was able to receive content back from Apache.

Is the issue still occurring for you at this time?
