Seeing that it is part of the verification process, I don't think we
want it on the mirrors.  It should be somewhere that we can direct
users to an https:// URL, just as we should do for /verify, /keys,
etc.  (Which reminds me that I probably have a patch which needs
pushed to do that.)

Like Sijis said, a subdir of /static/ might be good, or even a
top-level dir like fp.o/tools (fp.o/software would potentially be
confusing, if the only software we had there were some Windows
binaries ;).
