It appears that Fedora packagers have made changes to the gstreamer
plugin packages without coordinating with rpmfusion.
Does Fedora have a requirement and process to provide a "heads up" to
other projects, like RPMFusion?
For Fedora, I know an updated package will go to testing, and if all
is Ok, then to release in about a week. Is there a hook in the flow to
inform projects like RPMFusion that a change is taking place, and they
should build, test and prepare to release new binaries? And is a week
enough time for RPMFusion to trigger a rebuild and detect/fix a
problem?

going on lately. Earlier it was vlc.
It happens with every system-upgrade, too. It is often the graphic
drivers that break. At a system upgrade (like F38 -> F39), the mailing
lists, message boards and Reddit see a lot of traffic due to breaks.
And the fix for users is to wait a week or so until RPMFusion updates
things.
It seems like (to me) lack of communication or coordination between
Fedora and RPMFusion is one of the root causes of the breaks.
I should have checked before making a comment like that. I don't know
about the vlc thing, but this change was coordinated. There is just a
timing difference between rpmfusion and fedora repos. There are builds
available, you can probably get them by enabling the testing repo.
The NVidia drivers just have a lot of problems in general. akmods help,
but kernel changes break them regularly. That's the price you pay for
using proprietary drivers.
