I don't know that. But, Adam said that this was working in F36, so you might be able to install the F36 live iso, and then upgrade to F38. F36 only went EOL a few months ago, so everything should still be functioning, low bit rot.
This reminds me that when I first bought this laptop I installed F35 on it, which will tell you how old it is. I know that version's safe, and I can go 35->37, then wait a bit and go right to 39.
