I have plymouth installed, and see messages at both start and exit on f37. I think the key thing to get that behavior with plymouth installed is to remove the rhgb and quiet from the kernel command line. Try it first, by hitting a key during boot to bring up the grub command line so you can edit it, and remove those.
That works. I did it a few times.
If that works, change the GRUB_CMDLINE_LINUX in /etc/default/grub so that it becomes the default. You might have to rebuild the grub.conf menu in /boot/grub2 using grub2-mkconfig -o grub.cfg to get the change to take.
