We already have an /etc/httpd/conf.d/ that can hold all extra config files. And you can easily create an extra conf.disabled directory, or rename them to not end in .conf, if you want to shift a config file and see how things work without it.
That's the debian style apache config. You configure sites in one directory and then they are activated by symlinking into the other one.
