through an issue moving a system yesterday, so maybe this will help. If your system is booting in UEFI mode (running "efibootmgr" shows boot entires), there's an extra file that needs to be updated that I don't think is clearly documented anywhere, nor is there a command to updated it. That is /boot/efi/EFI/fedora/grub.cfg. It searches for the /boot partition by UUID.
