So, it appears that now, I need to explicitly include at least one of the package sets: @core @standard @base-x I am not completely sure that all of them are needed, and I am going to try dropping them to see. In the past, these may have been included in the fedora-live-base.ks or fedora-live-minimization.ks (these may have changed now) but including them allows for the spin to be made (as before).
