On my systems (CentOS7 and Fedora 36, both MATE-only installs), I get the GUI login on CTRL+ALT+F1, which becomes the GUI session after login, and all the other CTRL+ALT+F2 up to F6 are command line interfaces. If I use the switch user feature on the screensaver locked page, it'll start a GUI login session on CTRL+ALT+F2, which will turn into the GUI session after logging in. If I exit the second session, it'll go back to being a GUI login screen.
