I haven't done a 2 version upgrade.  I've always just done current+1.

Have a look at https://docs.fedoraproject.org/en-US/quick-docs/dnf-system-upgrade/

I would follow that but first go to F33.  That is --releasever=33

And, if you run into issues post the full error messages.  I think everyone on this list is
willing to help.
