what do you think to uninstall pgp and after reinstall it ?

Still see criu-libs in the output? If so, how about with....
sudo dnf --refresh --exclude=criu-libs upgrade
Well, I happen to have a f32 VM and just installed criu-libs-3.15-1.fc32.x86_64 just fine.
I would first try....
dnf clean all
dnf upgrade
If that still fails, then....
dnf --nogpgcheck upgrade
