It works fine when launching T-Bird from the "Application Laucher" in the "Favorites" section as well as the "Applications--->Internet" section. As well as from a keyboard shortcut. I used the "Edit Applications" function of the Launcher to edit the T-Bird entry in the "Applications--->Internet" section. I modified that entry to have the command be "LC_TIME=C thunderbird %u". I then started T-Bird and checked the box in Preferences--->Advanced which is shown as Regional settings locale: und I think similar things can be done depending on the desktop in use.
