I was faced with a 12h-time format everywhere. If I remember correctly, unset LC_ALL in .bashrc helped here. & Changed desktop launcher's command string from /opt/thunderbird/thunderbird to env LC_TIME=en_DK.utf8 /opt/thunderbird/thunderbird relaunch Thunderbird, and it seems to have worked.
