Yes, that is very strange. The key should already be imported and if
not, should automatically import. What is the output of "rpm -qV
rpmfusion-free-release" (should be nothing)? Try running:
rpm --import /etc/pki/rpm-gpg/RPM-GPG-KEY-rpmfusion-free-fedora-28
The other problem is that you are getting an old version of
compat-ffmpeg28. The version I have installed is
compat-ffmpeg28-2.8.15-1.
Ok, this is interesting and the real culprit. Because this problem comes
from upgrading firefox, which I think is from redhat updates, not
rpmfusion:

2. Why does running "dnf upgrade firefox" pull this other stuff? Should it?
Most of those are libraries that Firefox requires to open various media
files, but ffmpeg allows Firefox to have h264 video support.
