Now there appear to be two problems. The first problem is that it
seems that you don't have the rpmfusion keys registered.

How would this show up in general? I do have a bunch of packages
installed successfully from rpmfusion, for example

Yes, that is very strange. The key should already be imported and if not, should automatically import. What is the output of "rpm -qV rpmfusion-free-release" (should be nothing)? Try running:
rpm --import /etc/pki/rpm-gpg/RPM-GPG-KEY-rpmfusion-free-fedora-28

The other problem is that you are getting an old version of
compat-ffmpeg28. The version I have installed is
compat-ffmpeg28-2.8.15-1.

Ok, this is interesting and the real culprit. Because this problem comes
from upgrading firefox, which I think is from redhat updates, not
rpmfusion:

1. From which repo does your compat-ffmpeg28-2.8.15-1 come from? I get

    [jarmo@localhost ~]$ dnf list available compat-ffmpeg28

Oh! You seem to not have the rpmfusion updates repo enabled or working.

2. Why does running "dnf upgrade firefox" pull this other stuff? Should it?

Most of those are libraries that Firefox requires to open various media files, but ffmpeg allows Firefox to have h264 video support.
