Note that this is not Fedora, this is rpmfusion. Now there appear to be two problems. The first problem is that it seems that you don't have the rpmfusion keys registered. The other problem is that you are getting an old version of compat-ffmpeg28. The version I have installed is compat-ffmpeg28-2.8.15-1.
