I finally took the time and compared my old F24 system that worked with
this F28...
In xsceensaver, set screen blanking to 10min and lock screen in 0min.
In power manager, display, set power off of display to 15min.
Thus at 10min the screen 'blanks' and locks, but is still on, Then at
15min it turns off.
Adjust the timers as desired.

If you haven't solved your issue, take a look at the
xfce4-power-manager docs[1]. You also want to set "Switch off after".
Also what I found that can cause issues is xscreensaver, so I disable
all screen blanking, poweroff ... settings in xscreensaver and use it
only as a screen locker and leave power management to
xfce4-power-manager.
