If you haven't solved your issue, take a look at the
xfce4-power-manager docs[1]. You also want to set "Switch off after".
Also what I found that can cause issues is xscreensaver, so I disable
all screen blanking, poweroff ... settings in xscreensaver and use it
only as a screen locker and leave power management to
xfce4-power-manager.
The screen is now properly turning off, but screen locker is not locking.
In xscreensaver, I disabled Screen Saver, and Lock Screen After 0 min is
greyed out.
And in xscreensaver, Advanced tab do I enable Power Management?
