This thread does make me think about checking out what the plymouth-quit service is actually supposed to be doing.
All it really does is "plymouth --wait", which doesn't help unless the details of how Plymouth works are known, which they aren't to me. I still don't know exactly what it's waiting for. For now I'll just keep using the startx workaround.
