I haven't seen this, though I'm on F25 so that doesn't help you much.

It sounds like a race condition.  Does it occur intermittently?  That
is, if it happens and you hit the hard reset button, does it
then sometimes boot correctly and sometimes not?  What if you power up
the computer and let it sit before starting it, so components can warm
up?  Is it possible that a drive is taking too long to spin up?

Is there a way to turn off the Plymouth boot screen (say, by adding an
option to the kernel boot line) to see if this goes away?
