I hate to ask this, since you posted it already, but what kernel are
you running? Another thing that I have run into is that, oddly,
sometimes the kernel will automatically make their way to update lists
and the virtualbox package will make it to the update list, but the
virtualbox kernel mods (the package is kmod-virtualbox) will not.
For instance, when I updated my kernel to 3.10.3-300.fc19.x86_64, the
kernel mod package did not make it to the automatic update list.
Thus, I had kmod-virtualbox_3.9.9.301.fc19.x86_64 installed and I got
the problem you got. When I looked,
kmod-virtualbox_3.10.3-300.vc19.x86_64 was *available* but had not
been installed, so I had to yum install it myself. No big deal, but I
had been assuming that it would be picked up automatically in the
"updates" list, and it wasn't.
I know you posted the kernel you were on, but I deleted it. If it's
3.10.3-300 or earlier, then you might just have to install the
kmod-virtualbox package by hand.

[root@box10 bobg]# uname -a
Linux box10 3.10.3-300.fc19.x86_64 #1 SMP Fri Jul 26 00:00:58 UTC 2013
x86_64 x86_64 x86_64 GNU/Linux
I awoke around 03:00 and tried whatever new suggestions had come in at
that time as well as rebooting, all to no avail.
"yum install kmod-VirtualBox" as you suggested plus a system reboot
appears to have done the trick. VirtualBox now runs as expected and
boots the WinXP I installed yesterday without reverting to the previous
kernel.
However, systemctl setup vboxdrv.service still does not run:
[root@box10 bobg]# /sbin/service vboxdrv setup
Redirecting to /bin/systemctl setup vboxdrv.service
Unknown operation 'setup'.
Thanks to all for the help. That help is invaluable to many of us and is
what keeps people coming back to Fedora!
