I wasn't aware that smolt had gone away. However, as I pointed out, syncing the system clock by the network is done (if at all) during boot and before firstboot starts. Of course, the delay might be part of the boot process, waiting for the network to come up and allow syncing. If so, it's not part of firstboot; that's why I wrote that the OP would have to verify that firstboot is causing the issue before reporting it.
