I also cringed when I opted for yum complete transaction & it showed a number of packages to be deleted.
I did it & found that the packages to be deleted were the older versions which had not been deleted after update since the transaction had been stopped in the middle itself.
So maybe it is the previous version packages that are slated to be deleted & nothing more.
