Well, the job of preupgrade is to figure out what new and upgraded
packages are required and to download those packages. So, yes, a valid
design requirement would be that the program checks that there is
sufficient free disk space before downloading packages.

By the way, the requirement for a larger /boot partition came about
because files for preupgrade need to be stored there. It was a new
requirement; one that the program should/could have checked to see if
the requirement was met.
