KDE decisions within Fedora are made by KDE special interest group which
is mostly lead by volunteer members who are involved in packaging,
artwork, documentation or other activities related to KDE.

Yes, there seems to be consensus about the decision. If KDE 3 needs to
be in the repository, there should be people stepping up to do the work.
The current team probably doesn't have enough resources and time to do
so without additional help.
