Good time to ask what I wanted:

Are the "*-sysv" subpackages actually needed as SUB-packages? Why to not just include init scripts into correspond "clamav-server", "clamav-milter" etc. ? Are there any other precedents where init scripts go to separate sub-package?

It's been a steady source of complaints over time and nobody thinks it's a good idea besides the maintainer, but nobody ever bothered to bring this to Fesco...
