If /usr/bin/emacs is exactly the same across the two packages, how does it 
decide what to launch?  On my rawhide install, /usr/bin/emacs is a symlink 
to /usr/bin/emacs-22.0.93.  I can't imagine the emacs-nox package provides a 
symlink to /usr/bin/emacs-22.0.93.
