Only as long as no one configures the system and it defaults to plain useradd. The same would apply to bash being redirected to zsh iff a certain env var were set. In the meantime, please see Well, the fact that the core operation of this (old) package was documented wrongly should give some hint on how many users/packagers/admins have been reading it.
