Remove the use of FE-NEW, FE-REVIEW, and FE-ACCEPT.

Then I want the following feature.

There are some cases in that one review request depends on
the other review requests, or the bugs to be resolved
which may be not review requests. In that case, to review
the request we have to review other requests which
the bug depends on beforehand.
And.. even for the review requests blocked by FE-REVIEW
some review requests may depend on other bugs which may
not be resolved at the time.

Currently, the dependency tree for FE-NEW or FE-REVIEW
easily shows this. Can we check the dependency for
review requests easily as before with flags?
