Well, this is intended to remove completely remove FE-NEW

Remove the use of FE-NEW, FE-REVIEW, and FE-ACCEPT.
I suppose FE-NEEDSPONSOR can stay, as we don't have a good way to
replace it, and it is relatively small (thus scales reasonably well).
