ACL's, Why a Big Deal?

1) For all existing packages, pkg.acl file does not exist. So the openness that existed previously DID NOT CHANGE.

2) For newly added packages, pkg.acl exists by default. If you as an owner don't want such protectionism, just cvs remove it.

3) Owners have the *OPTION* to use a pkg.acl file to grant specific other users access to a locked down package.

- pkg.acl is synced to the actual acl's once per hour.
