CC-BY-SA-2.5 appears NOT to be a valid license. So either
 1) the Packaging Guidelines needs to be fixed up;

 2) I'm not reading them right (in that case apologies for the noise);

 3) something else needs to happen

I'm writing this mail because I'm interested in CC-BY-SA-2.0 or later
being a valid license for Fedora but right now it doesn't appear that
way. Thanks

I think it is 2). Since you are talking about themes do look at http://fedoraproject.org/wiki/Packaging/Guidelines#head-daa717ea096fa4d9cf7b9a49b5edb36e3bda3aac
